Help install atn file

I am trying to install the atn files. I don't have the path...it ends (C:) > Program Data > Adobe > Photoshop Elements > 7.0 > Locale > en_US >...
without the next workflow panel folder? I have hidden files to be shown. What am I doing wrong? I have spent hours googling this, please help me.

I was looking in the Progam Files and NOT Progam Data folder.
