I somehow "turned off" the contents of the effects and contents panels. The tabs are there, but nothing else. I reset the panels, but no luck.

Maybe resetting the preferences will help. If you aren't familiar on how to do that here are some instructions.
To reset preferences. Exit the Elements Editor, then press and hold ctrl-alt-shift as you start the editor (don't let go until you see the editor screen start to draw). When you see a dialog that asks, "Do you want to delete the preferences file?" click on yes/okay. It can sometimes take a couple of tries on this method.Dorrie

Wendy, did you close the tab group? If so you can go up to the Windows and then check it again to make visible.

.. and if all else fails then try delete the Mediadatabase file and restarting Elements .. then the contents and effects will rebuild
