I get a new computer every 3 years and I used to transfer my PSE 5 to each one but I guess the newer versions won't let you do that. How about if you de-activate the software each time?

Yes, you'd need to deactivate your software when you transfer it to a new computer. The last time I checked, Adobe allows installation on a PC and a laptop. But when you contact them to deactivate your version of Elements, just ask them if that policy has changed.Jan Walker

I think you can deactivate right in the software - in the Help menu. That's what I did and had no problems installing on my new laptop.
PSE 9.0, 10.0, 11.0 and CS5, CS6 on Vista and Windows 7; IMatch for Organizing Photos

As long as you deactivate on your old computer then you can install on a new one. Also you will be able to do that as many times as you wish ... just as long as each time you remember to deactivate

Personally. I wouln't admit to breaking licensing agreements on a public forum even though you're talking about an old version. Trust even 5's agreement said the same thing. But yes, am sure that's why they made the changes.
