I tried using one of the free overlays in the bonus section of the newsletter. I don't quite understand. Is it supposed to be clipped to another paper? Is it meant to stand alone, just like a paper that provides a border? That's what I ended doing - using it like a background paper -- but I feel like I'm missing something here.

There are a lot of ways to use them. A simple way to use them is to put them in a layer above your paper layer and changed the blend mode (of the overlay). The most popular blend modes are overlay, Multilpy, screen....hope that helps.
